Meeting minutes for Transylvania Natural Resource Council

Regular Meeting

October 13, 2017

Welcome

The meeting was called to order at 9:06 A.M. by David Whitmire; the business meeting was called to order at 9:35 A.M. by David Whitmire.

In addition, seven members of the public were present.

Speaker Series:

 Program consisted of a presentation by Brevard College students Isabel Edwards and Lauren Fowler regarding the environmental and wilderness leadership education programs; as well as the various clubs which promote environmental sustainability and awareness.

Approval of Agenda:

None

Approval of minutes from September 2017:

 R.K. Young made a motion to approve, Mark Tooley seconded. Minutes were approved unanimously.

New Business:

Program for January: Cherokee: Their National Environment and Practices, presented by Yvonne Dixon.

Program for February: Sustainable Forestry in W.N.C., presented by Rob Elliot, Evergreen Packaging.

Program for March or April: R.K. Young agreed to arrange a video showing; Mark Tooley mentioned Ed Schwartzmen presenting his findings on Significant Natural Heritage Areas. To be discussed further at future meeting.

Program for May: Potential field trip organized by David Casey.

Old Business:

Program for November: November 10, 2017 is when Veteran’s Day is observed; therefore, the meeting will be rescheduled for November 17, 2017. Ryan Jacobs will discuss wildlife populations and challenges associated with managing wildlife and habitat on public land. Lori Roberts, Transylvania County Tourism Development Authority, will also discuss tourism and the environment.

Program for December: Katie Greenberg will present the effects of various habitat management on a suite of wildlife species (game and non-game).

Subcommittee on Significant Natural Heritage Areas: Kent Wilcox was not present. Torry Negart reported the G.I.S./mapping project findings may be presented in later months to T.N.R.C. David Whitmire stated that Transylvania County has one of the highest numbers of Natural Heritage Areas in N.C.

Landslide Planning Subcommittee:  Davis Whitfield-Cargile reported there is no resolution to bring to the table currently.

Hemlock Restoration Initiative: Bart Renner was not present. Addison Bradley reported there will be a home owner hemlock treatment workshop in Cedar Mountain on October 27, 2017.

Updates from public land managers:

 Pisgah National Forest, David Casey: October 12, 2017 the Annual Appreciation Dinner will be held. Sign campaign will soon begin to improve safety and awareness in the forest. In preparation for fire season, there will be an increase in staff. The Forest Plan Revision is continuing to take shape; no major updates to report.

Gorges State Park, Steve Pagano: Two rangers did not successfully complete law enforcement school had were forced to resign prematurely. Campground project manager changed positions; therefore there has been a delay in construction. Steve will retire April 30, 2018; the state will post the position January 2018.

Fish and Wildlife Conservation Council, Stakeholders Forum, David Whitmire: October 16, 2017 meeting with the Stakeholders Forum members in Bryson City. David Whitmire will be attending, and has invited all members of T.N.R.C. to attend.

David Whitmire made the motion to adjourn, Mark Tooley seconded. The motion was approved unanimously.

Meeting was adjourned at 11:06 A.M.

To help preserve our natural heritage and diversity,

PLANT NATIVES FIRST!

WHEREAS, Transylvania County has an abundance of native plant varieties; and
WHEREAS, native plants are the basis of the natural glories of Transylvania County; and

WHEREAS, native plants provide food and shelter for native pollinators and other fauna; and

WHEREAS, native plants provide both aesthetic and economic benefits to our community; and

WHEREAS, residents and visitors alike benefit from native plants and their contribution to our beautiful and healthy environment; and

WHEREAS, we wish to inform all residents and visitors about the great value and beauty of the native plant diversity in our county;

We, the Board of Commissioners of Transylvania County, so Proclaim “To help preserve our natural heritage and diversity, Plant Natives First”.
